Can I ship a handgun to a licensed gunsmith for repair and then can he ship it back directly to me since it's already my gun ??

Your state may vary, but in Wisconsin I can send any firearm to the manufacture for repair.  Have also sent several rifle around the country for repair or upgrade to gunsmiths.  And they get shipped back to my door. (not an FFL)

In WA, no. Once it leaves your immediate possession, it can only be returned to you after a background check and logged into an FFL's bound log book. And after the 1st of July, you will have to do a firearms safety course and wait 10 days also.

SD yes. But a non FFL can't ship by USPS. Must be Fedex or UPS. Last I knew is that UPS requires two day air. Some UPS stores refuse to ship at all, But have had no trouble with the local Fedex. There is a specific provision in the ATF rules that allows this.

Best to check current ATF and your state rules.

YES THAT'S RIGHT I SAID $95 dollars.

And it was RUGER'S problem. And they wouldn't send a call tag.

And they sent it back with cheap plastic grips instead of the nice wood one's I bought it with.

Long time Caster/Reloader, Getting back into it after almost 10yrs. Life Member NRA 40+yrs, Life S.A.S.S. #375. Does this mean a description of me as a fumble-fingered knuckle-draggin' baboon. I also drool in my sleep. I firmly believe that true happiness is a warm gun. Did I mention how much I HATE auto-correct on this blasted tablet.

Times have sure changed in our once great state. Back in '09 or '10 I had to ship a Kimber 1911 back twice. Each time it was then next day air UPS. Returned to me the same way. Then the requirement was next day air. FFL's could use the USPS but it was a hassle to have an FFL do the shipping. Ric when did the state law change making this so hard? Is that and the full auto ban why Don Manning closed up shop and moved away? Sure miss his services!

It went into effect in November of 2015 for the required background check and FFL when any firearm changes possession, NOT ownership. Since it is State law, the Federal authorities are not involved at all. It has only been enforced three times, in each the weapon was used in a murder. As for the 1 July mandate, we have 13 sheriff's who say they will not enforced it, but the Governor and Attorney General say they will sue and hold them personally responsible. It will be interesting how it turns out.
