Is a cheek piece riser OK for issue class military rifle competition? If yes, how much and what materials can be used to make a riser without spoiling the spirit of fairness.

In my opinion, only on standard Infrantry rifles issued with a cheek piece. However, since I am retired from competition, my opinion may not mean very much.

Sorry but no.
[1] Issue - Any military service rifle issued to any nation and legally sold as surplus in the US and in strictly as issued configuration. The only modifications allowed to the Issue rifle are -- front sight height may be raised or lowered as long as the original profile is kept, the sling and swivel may be removed and a slip on recoil pad may be used.

Thanks for the quick replies! While I am on the subject can your hand placed over the comb be legal as a headrest?

why not, it is not part of or fixed to the rifle ??/ only my thoughts

No different than using the jaw as an anchor and opening my mouth I suppose.

True. That would come under technique.

If you go back to the original training manuals from 1903-1910, they recommend placing the thumb on the top of the stock and resting the cheek on top of the thumb. It fell out of favor only because it made working the bolt slow. FWIW

First, thanks for all the responses, very helpful knowledge indeed.
Back when I shot NRA Highpower matches with a service rifle I did as Ric stated and rested my check on my thumb to get a better stock weld as the military guys called the technique as best as I remember back in the day. For years I never fired an iron sight rifle due to aging but recently after cataract surgery the sights are again usable but this shooting from a bench is a different game than that of the Highpower shooting. Anybody out there have a thought on how to shoot a service rifle from the bench with arthritis in the back and neck and be able to align and hold a constant sight picture through the process of firing the rifle. I’m thinking of bringing the rifle resting apparatus up to where I once was holding the rifle years ago and hope that will help steady my hold as now my head is bobbling about with no certainty of my sighting through the rear aperture. The free hand across the check piece may be a way to go but I think getting my cheek on the thumb would be a better to do with my aged body.

get a higher front rest and a higher rear bag to match and sit more upright ???? helps with other classes

As muley said, adjust your position só that you are upright, bring the rifle up to your eyes, not the eyes and head down to the stock. Most likely you will need to adjust the stool height as well.
