It will turn out to be a browser issue on your end. The LASC.US web site is like that now. Only MS Edge will access the site due to security issues with a "unsecured" ip address. Firefox won't work and a host of others will not work.

Try MS Edge if on a PC. As far as smart phones go, I have no idea what to tell ya other than the issue is on the user end. Isn't all this garbage supposed to make our lives easier? Right.

With rifle in hand, I confidently go forth into the darkness.

Chrome works just fine. Firefox on my iPhone works just fine as well.

I tend to avoid using MS Edge for any web browsing and if a website will only work on that browser I'll just not go there.

The issue most likely is his browser is following path of least resistance which is to reload cached pages. Once a site errors often the only resolve is to clear cookies and cache and then restart browser.
