To cast bullets NO. To cast bullets for sale, yes you will. To own a business that casts bullets or otherwise manufactures bullet for sale, yes a license is required. To work on guns, other than your own, a license is required.
I'm thinking this would be a good investment for a younger person with the capital to buy the business.

I don't think you meant to say yes just to cast bullets; there'd be a lot of unlawful actors in this group if that's the case.
