My local club is buying four .22RF rifles for the purposes of generating some shooting interest in younger people.
Can anyone recommend some material that might be available that would assist us in starting off new shooters?

The NRA has a few good books used for teaching. One is called First Steps. They have others.

I think your own knowledge and experience would be a great starting point. Sometimes your local law enforcement will offer free firearm safety literature.

In my state new hunters take a hunter's safety course. It is a very good first step for gun handling.

The US based 4H organization provides a youth training program for rifle, and also pistol, muzzleloading, shotgun, and archery.
Their high level page for instructors provides a lot of information including course outlines.
