Welcome to the CBA Forum. These are good people with many questions and a variety of answers. 

Lead right now is scarce as are all firearms items. The best sources are friends, scrap yards, and tire shops, Stay away from battery lead, the newer batteries contain elements that are poisonous when smelted. The are two several problems; some states require the tire shop to sell only to scrap dealers, many wheel weights today are zinc, and the wheelweights are often dirt coated. 

Not to rain on your parade, but sources are getting fewer. Possibly the quickest is to ask competition pistol shooters where they are getting lead. 

Shooting Plain Base, I buy lead alloy from Roto-Metal when on sale and am well-stocked. The other good buy a decade ago was a half ton of used monotype when it was cheap. I mix it with softer alloy to get alloy for rifle and pistol.

You can usually dig it out of the backstop at the local pistol range for free. We do it once a year at my club. It can be cleaned up and smelted down. Usually runs about 11 or 12 on the BHN hardness scale. Good for making cast bullets.

 I buy my lead alloy from Action Bullets and Alloy inc. 1-785-754-3609  he gives a military and veteran discount no price difference if you want you purchase in 2lb ingot verses the 7lb ingots they normally do. As busy as they are now you call and leave your name and number and state you want to order bullets or allow. He calls you when he can. All five times I have purchased alloy from them it has been clean

a buddy working for a recycling firm laid 6 twelve pound bars of rotometals 99.5% pure lead on me. 🙃
