Yes, but not what one would think. Lightest pistol target loads, with powder available, are double based like Bullseye or titegroup and some of the norma and VV powders. Since there is no more SR7625 or PB, single base is left out.
Rifle powders get very complex as what is the case volume, pressure you want and velocity you are looking for. Smaller the case the better double based seems to work but larger the case single base seems better. This is just based on perusing the last few issue of The Fouling Shot match results.

I've herd the terms single base and double base powder for decades, but never fully understood what they mean.
