Does anyone  know how to convert a Remington 700 bolt to extract rimmed cartridges?

my first thought would be to install an m16 extractor ... a common thing ... and clearance as necessary according to your cartridge dimensions ... only in a few special cases could the factory extractor be retained .... maybe a 357 mag in a m700 bolt for a ppc .

normally for rimmed cartridgs the barrel is quadrant recessed so the extractor can reach under the rim ... but it is possible also to chamber as a " flat face breech " ... by headspacing on a case shoulder or case mouth  and extending the rear of the case such that the extractor can grab it.  

another * crutch * might be to trim your rims to match the head of a standard remmy bolt ... again, extending the case head, or using a reversed coned breech ... common in 22 rimfire .   i chambered my Ruger77 Hornet with a reversed cone breech... it has a factory but still m16 type extractor.

Open bolt face to Rim diameter. Install Sako extrator. The M16 extractor works only for smaller rimmed cases, .357 Mag. and smaller.

Are you going to shoot it as a single shot?  What about the magazine?  Please keep us updated.  I have been looking for a Winchester 54 for years now and don't think I will ever find one, you may have the answer.  Remington did make the 788 in 30-30.

foesgth .. i have a nice M54 but in 30-06 and an extra m54 action only .. was 30-06 also  .  ... probably could redo the mauser type extractor to fit a 30-30 ... but it would still not be original ...  wonder if a military m98 extractor will fit a win54 ? ... or a springfield 03 / ... would need a spare if experimenting ... a m54 extractor might be rare ...
