Yes, of course water will clean black powder fouling and warm water even better. Not all fouling is equal,the residue left from SWISS is a lot less than what is left from Goex or Elefant/  Then again is powder fouling all you are cleaning? How about a mix of powder fouling and your lube?  That's why adding dish washing detergent to the water works so well.For a while an equal mix of peroxide, alcohol and Murphy's Oil Soap was popular but the the peroxide had a habit of causing  rust although I still see it used in shoots. I've been shooting black powder for 61 years and I'm stilll learning new things.

Yea good point, that melted on wax can be very difficult to remove off anything.

Well whatever I am cleaning, hot water with some Myers Lemon Verbina dish soap in it works wonders. I gave up on the 33/33/33 mix 33 years ago in favor of water and dish soap.

 

With rifle in hand, I confidently go forth into the darkness.

Greetings,

For the 40-65 Black Powder Cartridge I use a Duplex load.

5 GN RE7 + 50 GN Swiss 1 1/2.

Definitely cleaner shooting than straight Black.

For cleaning, I use 50/50 Ballistol/Water.

At the end of the Match, I will push a wet patch through followed by a few strokes with a 40 cal Bronze brush.

Finally, I push wet patches through until they appear clean. One dry patch to remove excess fluid.

I can see water with a bit of soap . A friend used straight 90% isopropyl alcohol.
