The bullet seems stable above 2150 fps, then goes unstable, tipping then shooting wildly. All this while the barrel twist is much slower than any of the four formulas tell us.
Some days there's tipping for all charges up to 8.5 gr.

What is your shooting distance Joe? Do you think maybe that the pressures inside the barrel are too weak to make the barrel hit the right frequency? I have noticed, in rimfire bench rest, that as velocity changes, the barrel must be re-tuned to maintain same hole accuracy. Could this be at work in your situation.
