I've been sizing noses with the Ken Campbell nose-first sizing dies, had occasion to size some 225646M bullet bodies with the Lee sizer, and tried the Lee with a YELLOW plastic mallet, out of the press, on the bench.. Everything worked perfectly, you don't need a press to size with a LEE. (The yellow plastic mallet is the key.)

You can also use a rock or a brick. Or put the bullet in the opposite way of normal, the base of the bullet on the side walk and stomp on it with your clodhopper. There are many ways to skin cats.
I own one of Paco Kelly's 22 RF nose reforming tools. He said use a hammer. I ended up with an arbor press and dial-indicator. My way made more accurate ammo.
This is one of those where your careful bullet exam is required.
